KHANDAPADA, INDIA, 22 December, 2015 - The first ever effort to make a political constituency ‘child friendly,’ was launched here today by the Khandapada MLA, Anubhav Pattnaik.
The launch saw the presence of over 300 participants that included the District Collector, Nayagarh, Hemanta Kumar Padhi and Chief, UNICEF Odisha, Yumi Bae as well as Block Development Officers from Khandapada and Bhapur blocks, line department officials from Nayagarh Collectorate, elected representatives of Panchayat Samitis and Gram Panchayats from Khandapada constituency, CSOs and media.
The initiative that is in close collaboration with the District Administration is supported by UNICEF through its partner NGO, Youth for Social Development.
Child Friendly Constituency is an initiative that allows communities and children within the constituency to proactively engage with their elected representatives and service providers on issues that concern them.
The initiative aims at creating a platform for elected representatives for more structured engagement on programme implementation with district administration and service providers and at the same time enables them to connect with their voters on issue that affect the lives of children and their families.
In this process the elected representatives cutting across the political structures under the leadership of the elected Member of Legislative Assembly, collectively take responsibility to discuss, design, guide and monitor programme implementation with active involvement of multiple stakeholders including children in a phased manner. It advocates for optimum utilization of existing resources allocated from State as well as Centre under various schemes and programs.
The initiative will cover 40 Gram Panchayats and one NAC in Khandapada constituency. Five government child development programmes have been prioritized for this intervention. Based on the evidence from the ground, this initiative will establish a coordination mechanism for effective monitoring and better performance on five priority actions - 1) reduction of neonatal deaths, 2) reduction of stunting, 3) reduction of open defecation 4) all children in school and learning and 5) protection of children from violence and exploitation.
